Will a bad primer bulb on my Murray lawnmower cause it to not start? - primer bulb mcculloch

I'm busting my ass trying to get my mower running. Do not start. I can not for the fuel to the CARB, and he shoots a few seconds and then die. I checked the plugs, fuel filters, air filters, kill the lever, carbohydrates ....
I just found that the former has a very good size in tears. Is it because it is unable to start my mower? As such, lacks the first or what?
